What is stopping companies from setting up Ethernet TV systems? Tv provided by servers to someones TV via a set top box. I imagine it would make for a competitive market because anyone could setup a company doing that.

Bandwidth. If you can't watch smooth streaming HD with no buffering on your computer, you can't do it on a set-top box either.
