This looks like a great idea and most of the bikes and wheelchairs will be donated.

That's Awesome! Material sciences are really cool, paper, cardboard, and other natural non-metals can have some surprising properties.

The resin they cast around it that gives it strength. For the 50 to 100$ manufacture cost you may as well make it out of metal. Cool, but not practical.

Have you ever ordered or worked with bike materials?(tubing, parts, metal sheet materials and such). I have and its not cheap, easy or particularly profitable.

The labor is intensive and requires specific machinery, frame jigs and tooling in addition to materials availability, qualified machinists and welders. Then you have the OEM distributors and overhead costs.

Cardboard can be found anywhere in the world including third world countries, hence the use of that specific material.

Doesn't sound so easy now eh?

Yes I have.

There will never be a useful card board bike, ever.

What has been made is a composite material bike. It's the glue and resin that gives it strength. Oh and rubber for the wheels and transmission.

It's an interesting material, but how long will it hold before it fatigues?

Making a bike out of metal would not be much more labor intensive and would last much longer.

The project has already failed as a result of bad marketing and over confidence in crowd funding sources so the point is moot now. I still think there is a future in bicycles derived from recycled materials but a different approach and easier availability will be needed.
