Not sure if this is relevant to your situation or not -- But when I used to get bin/cue files, I would convert them to ISO images using BIN2ISO. I'm not even sure if the app is still around. It was a tiny self contained .exe binary.
I'm pretty sure this is it here. GUI looks familiar. Its 32-bit, but should run just fine under current versions of windows.
