For Videos I Recommend VideoPad by NCH. You can either pay a max if 100 dollars falling only a little short of something like Sony Vegas, Or you could get a free license which only limits how you can export(720p) and a few other features.

With The Free One If It Says Your License has Expired click what you think will close it and it will allow you to keep using it.

photoshop and lightroom combo isn't that bad..like 10 bux a month. There is GIMP for free. there is also the NIK collection from google, its free. it does black and white (silver efex) and HDR. those are for photos. I have no clue about video.
I know Nikon has their capture NX which is free. Its sorta like lightroom for RAW photos.

I've used all these, and I really prefer PS and LR. and I use NIK collection.

Yeah, if you have any money to spend on it at all, I'd recommend the PS/Lightroom combo from Adobe. If that's absolutely not an option, I'd go with GIMP.

The Nik Collection is both free and awesome (I use it extensively in post), but I believe it requires some version of Photoshop or Lightroom (I use the CC version, but I think it works on earlier versions too).

Personally, I mostly use Lightroom with the Nik Collection since it provides for a clean, powerful workflow that does 99.99% of what I need it to. There's been a couple times when I've used Photoshop to, say, remove a particular element from a photo, but that's much less common for me than having a good RAW development and clean post-processing workflow.
