I've wondered myself what the deal was here. There is some kind of ongoing dispute over property here between the city and some developers and a long term plan for the lake front property. I'm being totally vague because I really have no idea other than those facts.
These pics are from July 8th 2015 and it had been vacant for a short time based on the condition of some rooms upstairs. Power was still connected at the time and the back door was unlocked, now it's fairly well boarded up.
It's probably much better inside these days, hopefully it opens up for others to check it out.
Edit - did you go inside? I just noticed you had yourself an opportunity to go inside based on your 3rd pic!
