It's actually the voltage that does kill, not just the current. If you come into contact with high voltage there is no way to limit the current unless the current is limited by the supply. If it is limited the voltage will drop.

if those wires were "electrified" they would be mounted on some sort of insulators wouldn't they?

chances are those wires are part of the alarm, motion sensing "jiggle wires" I worked at a place that had them it would not make sense to add electrified wire rubbing in the middle of a conductive steel chain link fence like that it would be arcing out every time the wind blows
