From what I can find Peel Regional Police use Motorola Type II Smartnet, which is an 800mhz Trunked system, It appears to be unencrypted and not digital. You could listen to the police with either a scanner cabable of trunking (Pro-96 is one of them) or a Trunked radio (Motorola 800mhz Spectra)

you can use an 800mhz scanner, but it has to be capable of trunking.

Yep, Conundrum is correct.

Peel Regional Police have 4 Divisions - 11, 12, 21, 22. Mississauga is 11 and 12 Division, Brampton is 21 and 22 Division. The boundary between 21 and 22 Division used to be Hurontario (Highway 10), although that might have changed.
