Something like that is not going to put out a whole lot of power. I'm guessing it's going to put out in the range of only .5 watts, which probably is not going to be enough power to QRM (out power a station) the guy. You might increase your chances of qrming the guy if you make a fairly reasonable directional antenna tuned for that specific frequency and point it at the guy's radio. I'm guessing that you're best bet for a good antenna is called a quagi.
http://commfaculty...overbeck/quagi.htm Keep in mind that you will have to adjust those specs for the specific frequency that you're planning to operate on and the more elements that you can add to the antenna, the better your gain. Also keep in mind that this antenna would be fairly large and may be noticable from other people unless you have it in your house.
I should also mention that to do what you want it to do, this antenna needs to be vertically polarized. So take the antenna in the picture of the hyperlink and turn it on its side.
