ROM: Any .torrent site or p2p program, .zip files of dozens of roms are everywhere. Or Google "MAME ROM" or "ROMS"

In short, google for the two things you asked and look at the top 5 results .

From the old Sega arcade? CLASSIC GAME. The console version wasn't nearly as good.
Try to get the original Double Dragon arcade version. 3 times more enemies and more moves.... plus the VS mode is way better.
