Here's a usefull tip I stumbled on by accident:

If you open a movie in Windows Media Player, then pause it(leaving windows media open) and start up you server application it jumps the FPS rates. Same with going to the disney homepage and leaving the browser open.

Apparently Windows media player shut/slows down unnecessary windows applications for better performance. And I have no clue why the disney homepage trick works.
