Aight, this is one of the most common ghost/urban legends you hear, and plague almost every region of the country to some degree. The story usually goes: there was a local asylum not too far from here, and an inmate escaped" (either from the building, or during transfer, etc. Sometimes the asylum is closing, sometimes the inmate is too dangerous for the location, etc.) The inmate then escapes into the local woods,. He's attempted to be be found, via search crews & dogs, because this individual is very dangerous. Then, search teams usually find dead animals mutilated, sometimes people, and so on. And sooner or later this individual gets some sort of calling card... the most common is a bunny suit. The search parties finally give up, either after not being able to apprehend him, track him, or he is killing the search party members. The bunnyman usually takes up refuge in some dark area of the woods, usually a fairly easy to find location (abandoned building, a dense grove, a rarely-used railroad underpass, etc. Usually about 5 miles out of town (a quick drive even if drunk). And then there's some sort of initiation involved (walk into the tunnel without a light, shout out bunnyman with your back turned to the unknown woods, etc.) This is particularly common on Hallowe'en, around midnight, and police the nation over are patrolling these locations. In southeastern Wisconsin, there's plenty of urban legends, hauntings, midget towns, bigfoot sightings, lake monsters, whispering bridges, people coming out of lakes, (along with being the werewolf capital of the world)... but we lack a bunnyman story.
