A weir is basically a small dam meant to contain water/sewage back until a certain level where it when overflows over the top of the weir. These are often used in drains to control flows.

An example of using a weir in a drain would be to block the the path of the water flow so that it continues through the drain system. But during a major rain storm (say a 10 times a year type of big storm) if all the flow stayed in the drain it could potentially damage the system due to too much pressure. The weir is constructed so that 355 days of the year all flow continues in the drain, but for the 10 days with potentially damaging rain fall the water level will surpass the weir releasing the drain system of it's addition pressure that it cannot handle.
