So, I'll be flying internationally in a little while, and taking some camera gear and lights with me. If I recall correctly, there were some restrictions introduced a while back with regard to carrying lithium batteries on flights. I don't recall whether this was purely a restriction on rechargeables, or on primaries as well - does anyone have any idea what I might be thinking about?

I dunno. I've flown international with lithium batteries no prob. A restriction seems unlikely because then people wouldn't be able to have laptops and then everyone would go batshit.

+ 1.. as of 1 year ago I flew from Canada to the UK with about a dozen rechargeable 18650's lithium and three battery packs for my laptop. Oh and my scanner batteries and motorola radio.

They were more interested why my bag was alerting to high explosive residue... That took some explaining.. heh, ugh.

The Suckage Airline's own article

"TSA does not have plans to change security regulations for electronic devices powered by lithium batteries."

Schneier's summary, more confusing. counting lithium content.

Summary: Don't bring a pallet of batteries. Don't put spares in checked luggage. I think carry-on batteries are fine if they're in "A device." Presumably devices make them safe from catching on fire suddenly?
