| | | Not sure. I've been to sites before where the meter was reading some power, but the place was definitely abandoned. It's a good idea to check the meters though, there were a couple sites I considered, but once I saw high readers on the meters I changed my mind and it turns out that was a good idea.

A house that still has a horizontal (regular looking meter, not slanted 45*) but the dial doesn't appear to be moving, that means someone is still paying the bill, no matter how minimal it it. That's how it works around here. Not sure about everywhere else, but I bet policy doesn't change that much.

In residental and small business locations, the electricity actually flows through the meter. I have not seen the 45 degree thing done here. Here they remove and install a blank plate in its place. But it seems they would have to make sure the meter was no longer properly set in place, otherwise power could still flow to the location. And if no one is paying the bill, I'm sure power would be cut pretty quickly. Usually the electric company also places a security seal on the meter, so they know if it has been tampered with.
