Without spoiling the clip, the section up the drain where these guys were “playing” was at a section called The Pillars. There was a manhole that people sometimes used and often left partially off (the area above it was fenced off and not accessible to the public.
Then Melbourne Water bolted the manhole shut
I thought that it was stupid because to bolt it shut because be it a kid exploring a drain, a worker in the drain or whoever, they wouldn’t want to need to use the manhole in an emergency so I wrote the following message
Notice the date above and the date at the end of the clip and put two and two together
