| | | I would think that those bolts are actually locks/pullers. I really doubt that city worker will waist their time cutting the bolts off or unscrewing them. Most luckily they have to be pulled up for the crane or something like that to lift it up. That plate at least 100kg if not more. FOB is someone already said is passive for proper lid search. If they put this time saver IDTag why they will make lid opening a long process. No sense. Saving 10 seconds to waist 1 hour.

| | | I think (and it has probably already been said) that the bolts are mushroomed because whoever is in charge of the location doesn't want people messign with the lid or the lid does not need to be opened again. You are overlooking the possibility that whatever is beneath that lid might be considered sealed, unneeded, and forgotten. It would take 10 minutes to get the thing open if the owner ever wanted to, but it looks like they don't care.

| | | It does not get accessed on a regular basis, and it does get opened without the use of a crane or lifting device, I know these to be facts.

What makes you think it weighs that much? It's not in the road, and there's no sign that it's much more than a regular steel cover. I'm sure Jester was able to guess the weight by the sound of it.

| | | The only thing stopping me is getting those nuts off without much time to do it, and being able to put them back on. If it wasn't for that, I'd have been in and out of there already...
