Many drain systems don't have human-passable tunnels. edit: to attempt to answer the question, you can't be sure. they also have to pay to do all the digging and trenching and road repaving. It'd be hard to tell based on the quote, but a look at the land the system will drain might give you more information. Look at how much runoff the area might see and what size pipes it would take to channel it away.
