I'm usually the first one to speak in that kind of situation. I assert myself and almost come off as someone who just belongs wherever it is I am. I also suggest that it's okay, 4 out of five times they seem to in a confused type of way disagree but also say they don't mind as long as I'm just going to go in and be right out.

It's usually something along the lines of-

Me: *waves* Hello, how are you doing sir?
Them: *blink* uhhhhh
Me: We're just here to take a few pictures (for a class, university students etc)That's okay right?
Them: well...I'm not supposed to have anyone in here, but if you're just going to be in take some pictures and leave then that's alright.

It's best, it seems, to supercede their authority, show that you know they are in a position of authority, you respect that, but you should be able to be there regardless. in short, like the first option of the topic. play it cool
