The area is now fenced off with one of those hard-to-climb porta-fences (you know, the kind that are tall and allow no toe-hold). Heh, but it will be interesting to see what will be occupying that property. They're building a whole new strip mall on the opposite corner, which will become the only retail around in this otherwise sprawling suburb...

it is just the topspoil that was stripped from the site.

It's common practice to leave it until the job is done. Often curbs are put in place and a parking lot is made so you can change the zoning.

The topsoil/fill is removed when the job is completed or they are sure they won't need it. Because there is no since of paying to export if you are going to have to import more.

I do this for living and the ridiculousness of the amount spent on moving dirt baffles me

Psych and I went driving around on Saturday looking for something to shoot when we came across that dreaded Orange Fence. Thank God it wasn’t baring the whole door, otherwise we wouldn’t have known what to do.

"They've" just erected a fence around the area but rather invitingly left a gap at the SE corner of the site for even the rotundest of us to casually walk through.
