Unfortunately, it handicaps our ability to use Commissionaires with security certification as 'spares'. And vice-versa. Those of us handling bylaw (Provincial Offences Officers) won't be able to simultaneously obtain a security certificate. You can always tell when you're watching Canadian television - the actors in the show are the same ones doing the commercials.
