I've seen rail systems like that once or twice. They seem to be uncommon in the U.S. This is probably due to the cost of such a setup compared to a simple steel cable.

Fun note: that tower is dead (or at least unlisted on all antenna listings) and the water tank lacks transmitters because of two cell towers next to it. I usually find cable systems to be the norm for active things.

I've seen this on an active tower at a college campus in the states, but only there. not even the ladders for other towers on the campus had it
