They are called "cyclonic separators". A cyclone is formed inside by dust-laden air coming in at high speed from the horizontal pipes. Centrifugal force throws the dust to the outside of the can where it loses velocity and falls out the bottom. The rest of the air goes out the top.

Hmmm....Vortex dust collector and cyclonic dust separator sound fairly synonymous to me.

Oh yeah, bagless vacuums work on the same principle. It's not rocket surgery OR brain science.
