Lynn announces plans for new housing on Walnut Street

L YNN -- Neighbors of the Walnut Street pumping station gathered on the steps of the aging waterworks building last
week to learn details of a proposed Lynn Housing Authority development on the site.




The LHA is planning 8 to 12 condominiums for the old water pumping station, and 6 single-family homes for the open
space behind it.

LHA officials said the meeting was only a neighborhood introduction to the project, and the LHA doesn't know whether
the building is structurally sound enough to be redeveloped.

"We think this is a beautiful building," said LHA official Norm Cole, who said the plans include preservation of the facade
of the building.

The condos will go inside the waterworks building, the back of which will be cut off to create more room for homes
behind. The six houses, in two rows of three, will be located behind the building. Each single-family home would be
located on an approximately 7,000-square-foot lot, according to preliminary plans.

Cole and LHA Executive Director Charles Gaeta said the plans might change with input from the neighborhood.

"Obviously we can't please everybody, but we want to be sensitive to the neighborhood," said Gaeta .

Ward 7 Councilor Richard Ford assured neighbors the LHA would "work really good with the neighborhood. They are
not going to do anything (neighbors) don't want to do."

The next step for the LHA, according to Cole, will be to hire structural engineers and architects to assess the condition of
the building and determine whether it is possible to reuse it for housing.

"We really don't know the status of the building. We have a pretty good sense that it can be used, but we need to know for
sure," said Cole.

Preliminary environmental studies indicated that levels of contamination on the site are minimal, although one neighbor
complained at the meeting of high cancer rates in the neighborhood.

"We are going to get a structural engineer over the next four to six weeks to make a final determination that the
waterworks building can be reused," said Cole. "We are going to schedule a meeting in mid-August with the neighborhood
to go over the options, to let them know what we can do."

The LHA will also help form a neighborhood task force of five to 10 residents to give formal input on the project.

Already neighbors have expressed concerns about the number of condos and homes, saying the LHA should consider
reducing the numbers of units. Among other concerns were lot sizes for the single-family homes, rodent problems caused
by demolition of portions of the building and potential value of anything left within the building.

The Walnut Street pumping station still contains historic engines used to pump water through the city for a century.

Neighbor Charlene Curcuru, a Lynn Water and Sewer employee who said at the meeting she worked in the pumping
station for years, said none of the engines have any value, except historic.

Three waterworks buildings in Boston 's Chestnut Hill neighborhood are undergoing a similar redevelopment process,
and plans for one building include preservation of a historic steam engine in a water technology museum.
