I think his name (in the UK) was Chad, and he was always seen with the words "Wot No......" insert word of your choice, usually relevant to the place it was drawn.

The Canadians had there own version of Kilroy named Clem. I love Clem.

Yes, Kilroy Was Here started back in WW II, and he can be found all over the US.
