this is a relay site accross the way, that fenced area is smaller than the building size of the ATT site, and probably does 10 times as much

I take it the ATT site was built for some much larger and now defunct equipment?

The AT&T site was built as a telephone and AUTOVON switching/relay station. You can see it on the map located at http://www.thecent...SOCAL_MAP_1987.jpg about in the middle of the sheet. What this looks like is just an ordinary node on a multi-path microwave linked radio network. There's Federal, State, and Local government entities, as well as private businesses or Common Carrier operations. There's even radio and TV stations there.
