Just a guess, but this looks like it might have been a vehicle garage at one time by the presence of the tire rim on the pole to be used for coiling an air hose. Service pits are often found in garages to make under-vehicle service easier, and perhaps this one was intentionally filled in with sand to prevent injuries by future "visitors" to the site.
