Its a serial interface for a peice of equipment. Data came out of the equipment, this device converted the data, then the comm line was connected to a recieving device that enterpreted the data.

The other end of the DTE port would be a DCE port. the DCE port provided the clock signal. The DTE end only transmits and recieves. You will DTE and DCE in use with serial connections between routers, switches, hubs, and most often T1 connections, where one end provides the clock, and the other end is slave to it.
