  It's probably just flooded - it was probably dry when in use as a fort.

  May have even been used as "extra protection" water would slow down soldiers if they made a landing near it.

  Id think it was to stop you getting a ship next to the wall and hence jumping onto it from rigging.

  The water looks to shallow for a ship large enough for rigging to sail in. I'm going with it was dry and now its flooded.
