as an American, and a nearby neighbor of Montreal, I am always mystified as to why Toronto, Montreal or Quebec City were never the capitol of Canada... I mean, Ottawa?

The only reason why Ottawa became the capital is because after the Parliament burning down in Montreal, the leaders were looking for a neutral place so that no one would be pissed off by the choice. Ottawa, which back then was pretty much a field full of cows sounded good so Ottawa it was.

I don't know American history, Sam, but my ballpark estimate would be that Philadelphia "should" have been the American capitol. I will also "guess" that Washington as a location was something of a compromise too. LOL
