Located in the Chequamegon-Nicolet National Forest, Blackwell was originally a Civilian Conservation Corps (CCC) camp set up during President Franklin D. Roosevelt's administration. During President Lyndon B. Johnson's administration, many former CCC sites became Job Corps centers. As such, Blackwell opened as a Job Corps center in 1965. Since then, over 15,000 students have benefited from the federal scholarships offered through Blackwell Job Corps.
