Postal Inspectors. They'd watch the Postmaster too. There should be a separate entrance to the spy tunnels from outside the building so postal inspectors could enter and exit the tunnels without being seen by employees.

guess so, or cause a distraction. It was by the main door to the building though, so they could slip- in quietly.
