  Mostly vandals....There are stairways that go to the top floor. A friend of mine describes the breaker as smiling..with a lot of missing teeth.

  Yea i randomly found this when i was out in PA exploring. Found a guy hanging out there, but it was 4 of us and 1 of him, so i felt safe. Gotta be kinda dumb to start problems when youre out numbered.
