Excali and I were tryin' to figure this one out as well. Suspect its some sort of steam boiler (there were steam pressure release valves on the top), and a lotta red steam pipes to the rear.

Looks like an evaporator. It would be used to dispose of liquid waste. Boil all the water off, and then you need only dispose of the sludge left behind. Either that, or a still, which serves many purposes. Common for recovering oil saturated mineral spirits, or making moonshine.

It could be a still for solvent recovery. Places that process steel often use solvents to remove preservative oil from the metal before processing it.
