Probably some kind of whirlpool, or water therapy thing. The hoist was probably for "larger" patients that were bound to wheel chairs, to get them in and out.

Yes, I'm also very curious about what exactly those tubs are for. There is an identical one in the abandoned PHSH Hospital in the Presidio of San Francisco:

I think it's just a hydrotherapy tub; and UEJoe21 is correct, the hoist is for "larger" patients that are too immobile to get in and out themselves, which would be expected since hydrotherapy can be used to treat extremely painful conditions such as rheumatism.
