The reason for this is that the horizontal layer of air is pushed up by the shape of the mountain. Higher up it's cooler and the water vapour in the air condenses. At the other side of the mountain the layer comes down again and the water vaporizes again.
Sometimes you can see one of these clouds on a mountaintop and 4 or more following them downwind as the air keeps bouncing up and down afterwards.
These clouds mean there is quite a strong meteo wind and for paragliders usually means: no flight today.

this is some what curious to me, as this trip was canned twice because the wind was too high at the landing zone, and getting a hind to 3500m with a full load and half tanks is hard enough as it is ;)

at first the trees at the bottom of the picture looked like a bunch of people watching the scary cloud
