It is a largely flat city, yes. After the Tour Montparnasse was built in the early 70s, the Parisians collectively said 'hell no' to pretty much anything over 15 or 20 floors (the building that photo was shot from was one of the few built pre-ban). They hated what tall buildings did to the city's skyline; my French professor used to say that the view from the top of the Montparnasse was the best view in all Paris because that was the only place you didn't have to look at the Tour Montparnasse.
That's why all the modern skyscrapers are just outside the city limits in La Defense...across the city limit you can build as high as you want.
