Could be a contractual requirement as part of reducing any insurance costs. Though I suppose they still gotta search inside immediately before demo anyway, can you imagine the bad PR & lawsuit if some drunken bum 'stumbled' her way inside & got killed during the bulldozing of the site?! Another aspect of boarding/reboarding-it could have simply been busy-work for someone, as a result of "Give us the contract, and we'll hire 20 local, 'disadvantaged' workers!"
Way back when I was about 10 years old, thanks to an Uncle who owned a small construction company, I 'worked' at Wurtsmith AFB in Michigan, standing in a shallow pit on the airfield 'ramp' area painting 1" rebar sticking out of recently poured concrete bright red. I was quite proud of my first contribution to US national security -- USAF Strategic Air Command to-wit -- for all of about 10 minutes, until that shallow pit & the rebar was filled-in with concrete.
