That quote itself is kind of pathetic. Bank robbers or serial killers could just as effectively use that to justify their crimes.
There is a sliding scale of ethics. Obviously urban exploring isn't as selfless as donating blood, but for reasons that should be obvious it is less intrusive and has fewer consequences than doing the same activity plus graffiti. They commit more and worse legal offences, damage property, get sites locked down, contribute to urban decay and theoretically increase crime rates, and put our community at greater risk.
Criminal activity is relative and measurable. Going back to bank robbers, some of them kill people during their robberies, and some don't. I doubt there'd be much debate on their moral relativity and whether the latter deserve lighter punishment than the former.

In Korea, the most popular graffiti is just the word "sex," written in English.
This is the only case I can think of of graffiti showing a dick.
