An electrician can't fine you for shit - unless he happens to double as a county inspector.
Phone/Data/Cable lines are not covered by any building code.
As far as the A/B info Crayon was talking about - they both give you a standard RJ45 patch cable - just be sure to wire both ends of your cable the same way and it doesn't matter - but for the record - if you are West of the Mississippi you should use the "B" standard and East of the Miss should use the "A" standard.

What about fire code? I remember a teacher telling me about how the Jr. High was illegally wired, because some other kind of fire resistant cat-5 was supposed to be run between floors, instead of the plain stuff they used.

A school is a public building and subject to different rules and guidelines than a home is. Private property is just that - private - you can pretty much do whatever you want and nobody can fine you.
That being said though - if you have a fire or something in your house and your wiring isn't up to code your insurance company can tell you to piss off.
If the local fire department feels it is unsafe they can condemn the property until it is repaired, but they don't just randomly show up at your house to look or anything.
Also, if the work your doing for some reason requires a permit and you don't get it the county can condemn the property.
As far as cable types go - you should use a plenum cable in your walls ceilings and floors - the insulation on a plenum cable won't ignite (just smoke and melt) so it's better for fire safety. It's typically required for in-wall installations in public or shared property (apartment buildings, condo's, townhomes, schools, library's, businesses and such).
Now, with all that being said if you are building your own house and you pull your regular cat-5 all through the house and the inspector comes in he can deny your occupation permit (basically condemning the house) if it doesn't meet code.
Also, if you try to sell your house and the wiring isn't up to code you won't find a bank that will cover the loan.
So, really, I guess you should say you can do whatever the hell you want but if it gets inspected and it's unsafe and not up to code or god forbid you have a fire a poorly installed cable run can cost you quite a bit.
However, there are no cable nazi's out there that will barge into your home and insist on inspecting it and fine you for not being up to code.

I dont know if he was a county inspector, but he said if we didnt remove it he would fine us, which was kind of confusing because I didn't know that he could hand out fines like that.

What exactly is the difference between ADSL and a Cable internet connection? Right now I have a cable connection close to 5000/384 and I have been looking at getting something with a higher upload speed like 6000/768 which I saw on an ADSL offer on this page for only $59/month. I need something that I can host a gaming server on while having at least 8 players.

The medium. One uses a Cable cable and Cable modem, the other uses a DSL cable and DSL modem.

Cable modem is usually preferable - it's better at handling multiple simultaneous connections - like you'd get running torrents or an aza client.
You can get faster speeds with DSL - larger pipe - but it's not at good as sharing out that pipeline to multiple sources.

but for upload, I need a good strong upload speed and according to what chainsaw said, DSL is faster than cable, but not as good for connecting to multiple sources...

It would be cheaper to rent a server in a CoLo facility and use that as the game server, and have normal DSL at home, then it would be to rent a T-1 line, and you'd still have better speeds both at home and for the game.

T1 service usually runs $400-700/month - plus installation (which can be thousands of dollars depending on how far they need to run line) plus the special hardware to route it - not a good option.
Cable or DSL will both work to host a 20-25 player game - if you were hosting hundreds or thousands of users you might need T access.

Another difference between DSL and cable is that the cable signal is split between nearby subscribers. If you live in a place where lots of people have cable you are better off with DSL, which is direct to you. However, DSL quality is limited by your distance to the nearest phone switching station.
