Unfortunately, it's still solid ice, and it'll take you a while to chip through even if you find a weak point. Id rather go thru it with an ice pick in winter than when its pissing cold turdy water in summer. I ended up on my arse last time. Try studded waders. Most drains are only frozen for the the first 100 or so metres from an out/infall... Although in places like Edmonton in Canada where it gets down to -45, yeah you just gotta get teh ice skates.
