  That's an extremely good question. And I've got a helluva answer for it: I don't know. I don't have any history on the place as of yet.

  looking at pic MVC-762F.JPG, i think this is a power plant. so this would control either boiler stuff or generation stuff...

  That's correct. This place was a power generation plant, for Dayton Power & Light (DP&L). Clearly this panel graphed temperature, pressure, and the like, but I don't know the nitty gritty details of all it was designed to do.

  I Belae that this was DP&L's cole fired steam plant it made steam for down town dayton's old buildings
