You can still climb up the ladder, it's just not as easy with those on them.

So the ladder rungs are accessible from the side of the ladder against the cement? It does look as if the ladder is out from the cement wall by a couple inches.

Yeah, it still hard to climb, but do-able. How strong is the current, cuz I know someone with a boat and a trolling motor.
