Looks like a 400 amp main service disconnect hooked to a wire way feeding the services to the other stores being the meter sockets and service mains are there..

This look like it would be from 1959 I see the Duncan 200 amp bolt down jaw meter socket with the 200 amp safety switch above it because the cover to this meter socket is on the ground not to mention Bulldog brand which was bought out by I-T-E. Wonder if each store had a Bulldog pushmatic panel. Also notice everything is single phase. Those meter banks almost look like they have a 5th jaw in the 9 O clock position which would mean they brought in 120/208 3 phase 4 wire and split it off into 3 wire systems fore each store like they do in larger apartment buildings. Ive seen many strip malls that have 1 phase but all the newer ones all have 120/208Y fore every store usually 200 amp minimum.
