We're looking down the length of the ESQ (electrostatic quadrupole) accelerator. The aluminum rings enclosing the ESQ accelerator are the transformer secondary coils. The copper coils inside the pressure vessel are the transformer primary coils.

does the quadrupole come from the 4 red wires wrapping the inner pole?

Quadrupole indicates that the beamline is enclosed by four magnets (two positive and two negative). These magnets run the length of the inner tube that you see (the ESQ accelerator). The orange stuff is tubing, not wires. Although I'm not sure, I'm guessing it may have carried water for cooling.
