I believe this model urinator is a constant flow system, where water constanly flows. That and the mint provides a sanitary environment for steel workers to relieve themselves.

maybe the ear plugs were a good fit for the holes in the bowls. Block up the urinals! O those wacky and rebellious steel workers!

I always thought that kind of stuff only happened where I work, but I guess factory people province wide are too lazy to throw their earplugs in the trash that is always 10ft away in the washroom.
